The legislative framework governing Municipalities is in place. This framework provides for integrated planning, stimulation of local economy and sound financial management. The major challenge which our Municipalities still have to confront and overcome is the provision of basic services, particularly in the rural areas. We take pride in the knowledge that many of our Municipalities are confronting this challenge head-on.

Master of Ceremonies

Polokwane Municipality is the economic and logistic hub of our Province. The Capital is destined to play an even bigger and central role in the hosting of multitudes of activities in the coming years and decade. Such include the project of hosting the 2010 world soccer games, the hosting of the International Transport Convention in May this year, the annual Mapungubwe Arts Festival and many others. We have also said that your Municipality will co-facilitate the process of the building of the International Convention Center, the rejuvenation of Polokwane International Airport, the establishment of the Fresh Produce Market with a regional focus and other such related projects. We are confident that these multitudes of activities and projects shall stimulate the necessary economic growth, create much-needed jobs and help in the fight against poverty. Polokwane Municipality will have to play a principal role by doing all that is necessary to unlock the potential and creativity of the City and its people.

The other important matter we have raised which we believe our Municipalities should focus on relates to the Town planning responsibilities and land use challenges. We deplore, the physical state in which some of our Towns are, with grime and untidiness everywhere. We believe this state of affairs can be attributed to the fact that no greater attention is being given to the Town Planning challenges. We hope you will contend with the fact that dealing with this matter head on will positively and immensely contribute to the facilitation of more investor friendly neighborhoods and the building of healthier and safer spots in your Municipality.

This being the year of the celebration of the 50th Anniversary of the Freedom Charter, we wish to draw your attention to what we said during our state of the Province Address, related to people’s involvement in their own governance. We deliberately mentioned the Municipality of Thulamela as one Municipality whose model could be followed in the implementation of Public Public Partnerships. We still maintain that their success in electrifying villages and townships that, otherwise would not have received electricity within such a short space of time, a good example of how communities can be engaged by their local governments in the delivery of services. We believe that your Municipality has got what it takes to follow suit.

Our people look forward to a year of delivery in this Municipality as your state of the Municipality has pronounced.
